A huge singe mark is visible on the ninth floor of the building's southside. It extends upwards four stories across the face of the building.
The building has small patio terraces for each unit; the singe seems to have originated from a terrace.
The Atlantic City Fire Department had the fire knocked down in about a half an hour, but remains on the scene cleaning up.
Mutual aid from surrounding municipalities was called for.
More than two hours after the fire started, people were still being evacuated from the building.
Atlantic city housing authority officials diverted them to Jeffries Towers, another public housing building on the same block while investigators examined the unit on the ninth floor where the blaze started.
Firefighters were able to contain the flames to one unit, although several units sustained smoke damage, according to Battalion Chief Michael Mooney.
One person went to AtlantiCare Regional Medical Center City campus for treatment for smoke inhalation, he said.
Many of the residents in the 156-unit complex have restricted mobility.
The American Red Cross and fire and rescue agencies from Absecon, Brigantine, Margate and Pleasantville responded to help.
